The Gujarat Forest Department seeks a vendor to design, develop, deploy and maintain an integrated GIS-based Forest Management Information System (FMIS) covering plantation, forest produce, wildlife, fire alerts, and boundary demarcation. The system must support real-time field data collection via a mobile app (Android/iOS), a bilingual (English + Gujarati) web portal, Bhashini API integration for voice input, and CERT-In / STQC security audits.

Clause 3.2 — Technology Stack:
The bidder shall develop the mobile application using any cross-platform framework approved by the department Flutter (Google's cross-platform framework), natively compiled for Android and iOS, ensuring a single codebase with platform-native performance and offline-first data sync for field use in low-connectivity forest areas.
Clause 4.1 — AI Integration:
The portal shall integrate a chatbot tool as directed by GIL the GIL-provided AI chatbot via published API, supplemented by Aveosoft's proven WhatsApp-channel AI assistant (deployed in Jan Sampark CRM) for field officer queries, enabling omni-channel citizen engagement.
Clause 5.3 — Similar Project Eligibility:
Bidder shall demonstrate at least three GIS or e-governance projects. [Aveosoft mapping: (1) AMC SurveySync GIS portal — urban boundary demarcation + citizen layer; (2) AmdaBol / SuratBol citizen-pulse mobile apps — live with AMC & SMC; (3) Forest Dept pilot GIS module — ongoing. These satisfy the criterion on face value.]
